The waste emergency in Campania began officially in 1994, when the Central Government entrusted to the Prefect of Naples Guido Improta extraordinary powers to cope with the grave situation of waste management that for decades had encouraged the ecomafia’s interests and criminal management of the waste disposal with landfills full of hazardous waste, toxic harmful most from various regions of Italy.
After him:

- Governor of the Campania Region Andrea Losco (1999),
- Governor of the Campania Region Antonio Bassolino (2000),
- the prefect of Naples Corrado Catenacci (2004),
- Head of the Civil Protection Department, Guido Bertolaso (2006);
- the prefect of Naples Alessandro Pansa (2007);
- the prefect of Naples Umberto Cimmino (nominated in the Council of Ministers on December 28, 2007, pro-tempore in place of Prefect Pansa, whose mandate had expired);
- the former Chief of Police, Gianni De Gennaro (January 7, 2008).
